Commissioner Thomas B. Miller

Tom Miller was appointed Commissioner of the Department of Revenue in December of 2019 by Governor Andy Beshear after serving as Commissioner of the Department of Revenue for Governor Steve Beshear from 2008-2016. Tom has also served under two other governors, as Commissioner of the Department of Financial Institutions. Prior to his work in state government, he had over 25 years of experience in the financial services industry.

Deputy Commissioner Barbara Quackenboss

Barbara Quackenboss was appointed Deputy Commissioner of the Department of Revenue on September 1, 2026. Barbara started her career in the Louisville field office in 2001. After serving there until 2005, Barbara returned to the department in 2007 in the Division of Corporation Tax where she held positions as an auditor, supervisor, branch manager, and director. In April 2022, Barbara was appointed as the Executive Director for the Office of Income Taxation. Barbara has been employed with the Department of Revenue for over 23 years. She is a graduate of the University of Maryland where she earned a degree in Business Administration.

David Gordon

Office of Property Valuation

David Gordon is a native of Madisonville, Hopkins County, in western Kentucky, and graduated from the University of Kentucky. He has had a 38-year career in the field of property taxes, serving in many capacities. He was both a deputy and the Property Valuation Administrator (PVA) in Hopkins County (1985-2007); a Real Property Supervisor in the Fayette County PVA Office (2018-2023); and the Executive Director of the Office of Property Valuation, Department of Revenue (2008-2017).

Richard Dobson

Office of Sales & Excise Taxes

Richard Dobson has served as Executive Director since September 2004. Prior to his appointment, he was a tax consultant in the Division of Tax Policy, Department of Law. The Office of Sales & Excise Taxes administers all department excise taxes under the Divisions of Sales & Use and Miscellaneous Taxes which include both General and Road Fund taxes. The broad scope of taxes handled within the Office requires frequent interaction with other state agencies, business groups and the legislature. In addition to his normal department responsibilities, Richard works extensively with the Streamlined Sales Tax Governing Board for which he served as president for calendar year 2016

Latonia Dooley

Office of Field Operations

Latonia Dooley was appointed as Executive Director of the Office of Field Operations in July, 2022. Latonia joined the Department of Revenue in 1999 as an auditor in Corporation Income Tax. She has also worked in Protest Resolution, DOR's Division of Information Technology and has been with the Office of Field Operations since 2009. Latonia is a graduate of Berea College with a Bachelor's in Business Administration with a concentration in accounting. She has a Master's degree in Public Administration from Kentucky State University.

Matt Smothermon

Office of Registration and Operations

Matt Smothermon was appointed Executive Director of the Office of Registration and Operations on January 1^,2023. Matt graduated from the University of Kentucky in 2004 with a bachelor’s degree in Business Administration. He began his career with the Department of Revenue in the Division of Collections in June of 2004. In 2008 he was promoted to Section Supervisor in the Division of Individual Income Tax where he worked for eight years. In 2016 he made the move to the Division of Operations to work as the Assistant Director and was appointed the Division Director of Operations in 2019.

Gary Morris

Office of Tax Policy and Regulation

During his 37-year Department of Revenue career, Gary Morris has served as executive advisor in the Office of Tax Policy and Regulation, executive director of the Office of Income Taxation, tax consultant in the former Division of Tax Policy, branch manager of Miscellaneous Taxes, supervisor of the Motor Fuels Tax Section, auditor and auditor chief in Corporation Tax, and tax examiner in the Division of Collections.

Aaron Schaffner

Executive Director
Office of Enforcement

Aaron has worked for the Department of Revenue, Division of Collections for 18 years in several positions, including Taxpayer Specialist II, Supervisor and in the Taxpayer Ombudsman Office before being appointed to the Executive Director position. Aaron graduated from Anderson College in Anderson, South Carolina in 2001 and has a Bachelor of Arts degree in Business Administration.
