Commissioner Thomas B. Miller 

Tom Miller was appointed Commissioner of the Department of Revenue in December of 2019 by Governor Andy Beshear after serving as Commissioner of the Department of Revenue for Governor Steve Beshear from 2008-2016.  Tom has also served under two other governors, as Commissioner of the Department of Financial Institutions.  Prior to his work in state government, he had over 25 years of experience in the financial services industry.

Deputy Commissioner Melanie Bitzer

Melanie Bitzer was appointed Deputy Commissioner of the Department of Revenue in January, 2019 after serving with the agency for more than 20 years.  Melanie has served in numerous areas and positions at DOR, including manager of the Legal Enforcement Branch, assistant director of the Division of Collections, and most recently as Taxpayer Ombudsman.  Prior to joining DOR, Melanie worked in the private sector for 14 years.

​Barbara Barnes

Office of Field Operations

In January of 2020, Barbara Barnes returned to the Department of Revenue as the Executive Director of the Office of Field Operations, a position she previously held from 2009-2016. Just prior to returning to DOR, she served as Assistant Director for Postal Services.  Barbara began her state government career in the Office of Inspector General as an investigator in the Natural Resources and Environmental Protection Cabinet.  She then served as Deputy Commissioner and Commissioner in the Department of Personnel Administration in the Personnel Cabinet. Barbara also served in the United States Air Force, residing eight years in Europe and five years in Japan before settling in Frankfort.

Tom Crawford has been with the Department of Revenue since July of 1985 and his entire state government career has been in property tax.   He has served in a variety of positions including Branch Manager, Assistant Director and most recently the Director of the Division of Local Support in the Office of Property Valuation.

Richard Dobson

Executive Director 
Office of Sales & Excise Taxes

Richard Dobson has served as Executive Director since September 2004.  Prior to his appointment, he was a tax consultant in the Division of Tax Policy, Department of Law.  The Office of Sales & Excise Taxes administers all department excise taxes under the Divisions of Sales & Use and Miscellaneous Taxes which include both General and Road Fund taxes.  The broad scope of taxes handled within the Office requires frequent interaction with other state agencies, business groups and the legislature.  In addition to his normal department responsibilities, Richard works extensively with the Streamlined Sales Tax Governing Board for which he served as president for calendar year 2016

Gary Morris

Office of Tax Policy and Regulation

During his 37-year Department of Revenue career, Gary Morris has served as executive advisor in the Office of Tax Policy and Regulation, executive director of the Office of Income Taxation, tax consultant in the former Division of Tax Policy, branch manager of Miscellaneous Taxes, supervisor of the Motor Fuels Tax Section, auditor and auditor chief in Corporation Tax, and tax examiner in the Division of Collections.


Tammy Watts

Office of Processing and Enforcement

Tammy Watts directs the operation of four divisions, which are responsible for the processing of tax receipts and returns, the registration of taxpayers, collection of debts owed the Commonwealth, and various compliance and research functions. Prior to becoming executive director she was deputy executive director of the Office of Processing and Enforcement.  Ms. Watts is a 30-year veteran of the Department of Revenue, starting her career as a collector in the Division of Collections.  She graduated from the University of Kentucky with degrees in history and political science.

The Kentucky Department of Revenue conducts work
under the authority of the Finance and Administration Cabinet.
